Well, I don't think the General Public know the existence of the Green buff. (Unless it was shown in a report or something that thjere was indeed a Green buff.)
 
The description is a little off too.

What they are saying is that "THE GARMENT" is worn by the Survivors.  
 
I won one as a prize for one of the games online.  (I chose the green one.) Grin
