How many places does the NEL penalty move down and how many places does the Yield move down?

NEL penalty causes the team to move down 2 spots IF NOT IN FIRST
Yield causes the team to move down 3 spots

I find it totally funny that the host have a rule which is that no scheming should be done on his thread and he does it himself. So should he be banned from his own game for breaking his own rule?
