So question...do the people writing the legs control who is voted out, the placings, etc.?  Or do you?

You control everything. I will just give you some guidelines, like the country of where the leg takes place, what type of clues occur (like detour, roadblock, fast forward, etc). I suggest you read through Season 1 to get a good idea of what is expected.
